Yu Xiuli, manager of the domestic sales department at Weihai Teldun Composite Materials Co., Ltd., said: “When we were doing contract manufacturing, we only handled production for the orders and didn’t have to worry about sales channels. Last year, we began transitioning to the domestic market. At first, we weren’t sure how to present our products on camera or effectively promote them—during a two-hour livestream, we might only close a dozen or so orders. Now, each session averages over 100 orders, and during peak periods, we can reach as many as 200. Our monthly sales have more than tripled compared with the same period last year.”

The steady growth in order volume stems from the precise and efficient e‑commerce empowerment services provided by Weihai Lingang District. Established under the guidance of Weihai City’s Special Task Force for E‑Commerce Industry Development, this e‑commerce incubation and innovation platform has, since its inception, focused on addressing the key challenges of enterprise transformation and boosting industrial quality and efficiency. It has built a collaborative ecosystem linking Weihai’s high‑quality product supply chains with e‑commerce talent, delivering value across three core dimensions: people, products, and marketplaces.

Zhang Xiaoling, head of the E‑commerce Division at the Commerce Bureau of Weihai Lingang District, said: “During our visits to supply-chain enterprises, we identified a common pain point among Weihai’s contract‑manufacturing firms: they excel in production but lack sales expertise and distribution channels. Take fishing‑gear manufacturers, for example—while their contract‑made brands may generate 400 yuan in wholesale revenue, their overseas sales can reach as much as 4,000 yuan, a tenfold gap. This prompted us to consider how to integrate talent development with enterprise capacity‑building. Accordingly, we proactively invited these companies to participate in our locally tailored training program for business owners, providing comprehensive instruction in livestream‑e‑commerce sales. At the same time, we incorporated their products into our supply‑chain platform and paired them with seasoned livestream hosts to drive sales, delivering all‑round support and empowerment.”

Today, Weihai’s E‑commerce Empowerment Center is steadily developing an e‑commerce ecosystem centered on “supply chain plus e‑commerce talent,” integrating platform development, talent training, logistics support, and brand management. Through public‑private‑university partnerships, the center has conducted rotational training sessions for more than 350 university students this year; a standout student achieved over RMB 200,000 in GMV during a single two-hour livestream. Meanwhile, its free training programs have reached a cumulative total of 1,000 participants, continuously supplying businesses with livestreaming hosts and operational professionals, thereby injecting strong momentum into their transformation and growth.

Chu Yansong, head of the Weihai E‑commerce Empowerment Center, said: “We have primarily integrated several of Weihai’s key local industries—such as fishing gear, outdoor equipment, smart home technology, and agriculture—bringing together more than 100 enterprises. In the fishing‑gear sector alone, over ten companies within our e‑commerce hub have each achieved sales exceeding RMB 10 million.”

In recent years, Weihai’s Lingang District has continuously upgraded its e‑commerce infrastructure, providing space and facilities to resident enterprises, offering dedicated talent apartments, and forging close partnerships with logistics giants such as “Situotong Yida.” These efforts have effectively reduced logistics costs, spurred the growth of more than 100 upstream and downstream service providers, created over 300 new jobs, and actively cultivated a “new engine” for driving regional economic expansion.

“Going forward, we will leverage the Weihai E‑Commerce Empowerment Center to further expand the scope of product supply‑chain integration, seamlessly connecting end‑to‑end services—from product R&D and brand building to marketing. At the same time, we will continue to deepen our collaboration with universities and industry associations, cultivate more local e‑commerce talent, and extend e‑commerce empowerment to deeper levels and broader sectors, enabling more traditional enterprises to board the fast track of e‑commerce development and achieve high‑quality growth,” said Zhong Jingtian, Deputy Director of the Commerce Bureau of Weihai Lingang District.
